Executive Summary

Harlow is well covered on paper — the Essex Resilience Forum plans for it, and Harlow Council is a Category 1 responder — but it has no standing local volunteer team. When a field fire threatens homes, a heatwave puts the vulnerable at risk or a tanker spills on the M11, the emergency services fight the incident — but the human consequences fall to council staff, stretched, and whatever neighbours happen to turn out. This blueprint applies our national civil defence model to one town: a trained, disciplined Harlow Civil Defence Team whose members fund their own kit, whom the council insures, and whom the existing command system can activate in minutes.

The emergency services deal with the emergency

Police, fire and ambulance own the dangerous, technical, life-saving work — the fire front, the casualties, the spill, the rescue. That stays theirs, and the team never gets in the way of it.

The team deals with the human fallout

Relocation, transport, shelter, food, information, accounting for and reuniting people — and helping find those who are missing. The team owns the consequences, and fills the cracks where the professional services are strained.

In one hot fortnight in August 2022, fields on the edge of Harlow caught fire and 18 crews fought to stop the flames reaching homes [YourHarlow], while Affinity Water pleaded with Harlow households to use water for essentials only [Affinity]. Eight years earlier a tanker of resin and acid overturned on the M11 at Junction 7, closing it for 18 hours behind a 150-metre exclusion zone [ITV]. These — not the well-managed Stort floodplain — are Harlow's likeliest emergencies, and a single multi-skilled team needs to be ready for any of them.

Members buy their own personal kit — like a retained firefighter's pride in their gear. The council's job is to insure and indemnify them, not to equip them, keeping the public cost tiny.

One call activates it

When the emergency services are stretched they call the council; the council activates the team. It musters at a local Harlow rendezvous point and deploys — while a request for the army would still be awaiting ministerial sign-off.

Local knowledge soldiers can't bring

Team members know which streets flood, which residents are vulnerable, and where the cut-throughs are. They are Harlow people protecting Harlow — a force-multiplier for the emergency services, not a replacement.

Harlow Today — The Risk, and the Gap

Harlow is a post-war New Town of about 93,300 people (up 13.9% since 2011, median age 37) on the south bank of the River Stort [ONS/Wikipedia]. Frederick Gibberd's New Town design deliberately kept wide green wedges and the Stort water-meadows as open floodplain, so river flooding is largely absorbed and is not the dominant threat. The likelier emergencies are extreme heat and water restriction, field fires on those same green spaces, and chemical spills from road haulage on the M11 and A414 — all of which have hit Harlow in living memory, and all of which demand a multi-skilled team.

The local hazards

  • Extreme heat & water restriction — in the record July 2022 heat, Affinity Water urged Harlow households to use water for essentials only as demand surged [Affinity]. Heat is among the UK's deadliest hazards for the elderly and unwell.
  • Field & grass fires — in August 2022, fields at Spruce Hill and Berecroft on Harlow's edge caught fire, drawing 18 crews to stop the flames reaching homes, in Essex Fire's busiest summer on record [YourHarlow]. The green wedges that absorb floodwater become tinder in a heatwave.
  • Chemical spill by road haulage — in 2014 a tanker overturned on the M11 at Junction 7 spilling melamine-formaldehyde resin and phosphoric acid, forcing a 150 m exclusion zone and an 18-hour closure [ITV]. The M11/A414 carry the hazardous loads — and a CM19/CM20 check finds no fixed COMAH major-hazard site on public record in Harlow, so the chemical risk is mobile, not fixed.
  • Transport & mass casualty — the M11 (J7/7a), A414 and the West Anglia Main Line through Harlow Town and Harlow Mill, with Princess Alexandra Hospital the 24-hour A&E: the setting for major road and rail incidents.
  • Surface-water flooding (the lesser flood risk) — river flooding is well-managed by the floodplain, but drainage-driven surface-water flooding still reaches streets such as Potter Street (2021, 2023, 2024) [Harlow Council].
  • Industry & the UKHSA campus — the Pinnacles and Templefields estates and the incoming UK Health Security Agency science campus, set to be Europe's largest [UKHSA].

Who plans for it now

  • The Essex Resilience Forum (ERF) is the statutory Local Resilience Forum — "a partnership of over 40 organisations who plan and train together", based at Essex Fire HQ, Kelvedon Park [Essex Prepared].
  • Harlow Council is a Category 1 responder under the Civil Contingencies Act 2004, carrying the full duties — but its public emergency role largely signposts residents to the ERF [Harlow Council].
  • County-level voluntary responders exist — Essex 4x4 Response, Essex RAYNET, and British Red Cross (which has advertised a Harlow-based emergency-response volunteer role) — but they are thinly spread across all of Essex.
  • The gap: there is no standing, Harlow-specific volunteer civil-defence team. In COVID, Harlow's surge came from an ad-hoc Facebook mutual-aid group set up on 16 March 2020 [YourHarlow] — goodwill, but unorganised, untrained and uninsured.

Harlow's hazards, by how likely they are

An illustrative prioritisation in the spirit of a Community Risk Register: the recurring, high-likelihood threats are heat, fire and road-haulage spills — river flooding sits low because the New Town's floodplain absorbs it. CM19/CM20 check: no fixed upper- or lower-tier COMAH major-hazard site is on the public record inside Harlow; the chemical risk is mobile, on the M11/A414.

The Harlow Civil Defence Team

Imagine it at its best: around 30–40 Harlow residents — a builder, two HGV drivers, a farmer from the green wedge, a retired nurse, a plumber, a radio amateur, a couple of teachers, a few fit retirees and students — organised into four sections, trained together monthly, and known to the council and the emergency services by name. The point of the mix is breadth: the same team can run a water-distribution point in a heatwave one week, beat out a field fire the next, and cordon a tanker spill the week after.

Where they would be based

Co-located with existing Harlow assets to keep cost near zero — a council depot or highways yard for the shared cache and vehicles, with muster points at recognisable local sites (the Leisurezone, a fire station, a school car park).

Siting follows the risk: members and stores concentrated near the recurring flood hotspots (Potter Street, the Stort and Pincey Brook) and the major-incident foci (the M11/rail corridor, the town centre, Princess Alexandra Hospital). One team for the town, with mutual-aid links to neighbouring Essex teams for the biggest events.

Eyes in the sky: a drone search element

Cheap, capable drones have changed what a handful of volunteers can see. A small drone cell within the team — two or three CAA-certified pilots (A2 CofC / GVC, flying under the council's Operational Authorisation) — gives Harlow an aerial search-and-locate capability the emergency services can task on the spot.

It fits the team's role exactly: the drone finds the missing, cut-off or vulnerable person and passes the location to the professionals, who carry out the rescue. The division of labour holds, even in the air.

  • Thermal search — UK fire crews have found missing people by heat signature within minutes; one was located ~500 m from where the ground search had started [Avon FRS].
  • Speed — a drone can sweep an area up to seven times faster than searchers on foot, and reach places unsafe for crews [Coptrz].
  • Situational picture — mapping a wildfire's edge, a flood's spread or a cordon for the incident commander.
  • By the rules — flown only by certified, CAA-registered pilots, under emergency-service tasking and deconflicted with police and air-ambulance aircraft.

Self-Funded Kit — Ownership Without the Bill

The defining feature of the Harlow model is that members buy and own their personal kit. It mirrors the pride a retained firefighter, a mountain-rescue volunteer or a Territorial soldier takes in their own gear — and it removes the single biggest line from the council's budget.

Why self-funding works

  • Public cost collapses — the ~£6k that would equip 30 people never touches the council budget

  • Group buying — the team negotiates a trade discount; spreading the cost over months makes it ~£15/month

The fairness question — handled

Not everyone can find £185, and a civil defence team should reflect all of Harlow. So the model includes a small council/sponsor hardship fund and a second-hand kit pool to cover essential PPE for any member who needs it. Self-funding is the default, never a barrier to serving.

What stays shared and council-backed. Members fund the kit on their backs; the shared cache — marquees, generator, lighting, stretchers, a sandbag stock, spare radios, the trauma kits — is bought once (~£5,000, or pooled/sponsored) and stored at the team base. And the heavy plant (diggers, tippers, the high-volume pumps) is never bought at all: it is borrowed from Harlow Council and Essex contractors, with the team supplying the trained operators. Invest in people and consumables; draw the big iron from stock.

How the Council Insures the Volunteers

This is the council's real job in the model, and it is very doable. The golden rule from the insurance world: a registered, affiliated, council-directed team can be brought inside the council's cover; spontaneous, unknown volunteers cannot. So the Harlow Civil Defence Team is built to be the former — named people, vetted, trained, and tasked under the council's control [NCVO].

The mechanism: an MoU and a named schedule

The council and the team sign a Memorandum of Understanding (with the Essex Resilience Forum / Essex County Council) stating that, when activated, volunteers act under the council's direction and control. That single principle is what lets the council's insurer treat them as covered.

It is underpinned by housekeeping the team does anyway: a named-volunteer schedule, DBS checks, training records, and declaring the volunteers' numbers and activities to the insurer (a duty of disclosure — get it wrong and cover can be void). This is exactly how Local Resilience Forums already cover 4x4 Response, RAYNET and the Red Cross when they are called out.

The law is on the council's side

  • Duty of care — under the Health & Safety at Work Act the council must protect volunteers to the same standard as employees and include them in risk assessments [HSE].
  • Vicarious liability — because the team is directed by the council, the council can be liable for a volunteer's negligence (Barclays v Various Claimants, 2020) — which is precisely why the extended PL cover matters.
  • Compensation Act 2006 s.1 & the Social Action, Responsibility and Heroism Act 2015 direct courts to weigh that someone was acting for the benefit of society or intervening in an emergency [SARAH Act] — supportive of emergency volunteering, though no substitute for insurance.

Who underwrites it

The council's existing public-sector insurer — Zurich Municipal (which covers council volunteers under PL and is an NCVO trusted supplier), Risk Management Partners, Gallagher, or the council-owned Local Government Mutual — simply extends the policy. No exotic product is needed.

What it costs

For a 30–40 person community group, Public Liability with volunteers named and a group Personal Accident policy is typically a few hundred pounds to low four figures a year — with an emergency-risk loading. A bespoke council quote is needed, but it is a small, predictable line.

The one rule

Stay affiliated and registered. Spontaneous volunteers who self-deploy are an insurance grey area; a pre-registered team, activated through the proper channel and signed on at a rendezvous point, is squarely covered. That is the whole point of organising in advance.

Layered and redundant, because a real emergency takes out the networks:

Under fire-service direction, members damp hot edges and beat out spot-fires behind the front, relay water to the appliances, and door-knock the threatened streets — which they know hold elderly residents.

A reception point opens with water and shade for evacuees and crews in the 30°C heat; the comms section logs evacuated households; the team rotates so firefighters can hold the active front.

Serving Harlow Alongside the Emergency Services

There is a clean division of labour. The emergency services deal with the emergency — the fire, the casualties, the spill, the rescue. The team deals with the human fallout — getting people out, sheltered, fed, informed, transported, accounted for and reunited, and helping find those who are missing. It fills the cracks where the professional services are strained — in the safe zone, never the hot zone.

A trusted manpower injection

Beyond welfare, the team is simply extra trained, insured, DBS-checked hands that the emergency services can draw on to relieve strain. One police officer can supervise five team members on a cordon, a road closure or crowd control; a fire commander can hand the team the evacuation and reception while crews fight the fire; the ambulance service can pass casualty documentation and onward transport across. The professional stays in command — the team multiplies what one professional can cover, exactly where a large-scale event has stretched the system thin.

Field & grass fire

While the fire service fights the front, the team evacuates and accounts for threatened streets, runs a reception point with water and shade for evacuees and crews, and relays water and supplies — as the Spruce Hill fires of 2022 demanded.

Mass casualty

An M11, A414 or rail incident: the paramedics treat the injured — the team documents and tracks casualties, marshals the walking wounded, coordinates onward transport, sets up family reunification and looks after the uninjured, the waiting and the bereaved.

Heat & water restriction

When Affinity Water asked Harlow to use water for essentials only in the 2022 heat, no one was checking door-to-door. The team runs water-distribution points, cooling and respite centres, and welfare checks on the housebound and elderly.

Chemical spill on the road

A tanker incident on the M11 or A414 (as at Junction 7 in 2014): strictly the cold zone — outer cordon, road closures, shelter-in-place messaging and evacuation support, while the fire service handles the spill and decontamination.

Mass welfare

Running rest centres in schools and the Leisurezone, emergency feeding, registration and reunification when people are displaced — the COVID mutual-aid effort, but trained and ready.

When the networks fail

The radio amateurs in the team keep the council and the rest centres in contact when mobile and landline networks are down — the classic RAYNET role, in-house.

Drone search & locate

CAA-certified pilots fly thermal-camera drones to find missing, cut-off or vulnerable people — up to seven times faster than searchers on foot — and map a fire or flood's spread for the commanders. The team locates; the professionals rescue.

Why a Local Team Beats Sending in the Army

For most local emergencies, a Harlow team is not just cheaper than the military — it is faster, better-informed and more sustainable. And by law, the army is a last resort that can only be used once options like a local team have been exhausted [MACA policy].

The cost gap is enormous

Military Aid to the Civil Authorities is not free: under the repayment principle the requesting authority normally pays, and during the 2022–23 strikes cover cost about £4,000 per soldier per week — charged even if the task is cancelled. To put 30 trained people on the ground for a week:

Where local wins

  • Speed — in Somerset (2013–14) the military weren't called until mid-February, weeks into the floods; a local team needs no external authorisation to act in its own town.
  • Local knowledge — like flood wardens, the team are the "eyes and ears", holding information on vulnerable residents and flood spots that soldiers cannot bring [gov.uk].
  • Sustainability — in COVID the MoD deliberately cut its committed force from ~20,000 to 7,500 to protect defence tasks; volunteers can sustain weeks of low-intensity support.
  • Trust & capacity — 750,000 volunteered for the NHS in days; informal local groups often outpaced the formal national scheme.

Where the army is still essential

The honest counterpoint — this is complementary, not a replacement. The military remains the right and only answer for:

  • Specialist life-safety — bomb disposal (EOD) and CBRN response
  • Heavy engineering — e.g. building temporary bridges, as the Royal Engineers did at York's Foss Barrier in 2015
  • Mass logistics & heavy lift — Chinooks, national-scale distribution
  • National-scale surge — the 23,000-strong COVID Support Force

A local team handles the many common, local, long-duration emergencies; the army is held back for the few that genuinely exceed civilian capability — and every task the team absorbs is one the military need not.

Because members fund their own kit and the heavy plant is borrowed, the council's whole annual outlay for a 30-person team is roughly £11,000 — about the cost of three soldier-weeks of military aid.

Conclusion

Harlow bakes in heatwaves, burns at its green edges, sits on the M11 haulage corridor and the West Anglia line, hosts a major hospital and an incoming national science campus, and — like every English town — will one day face something bigger. It is covered by a capable command system but has no organised local hands to give that system reach.
